摘    要:师范生免费教育政策实施三年多来,引起了广泛的争议。赞同者有之,批判者亦大有人在。从公共政策学的角度来看,应当从政策目标、政策内容与政策效果等方面对其进行反思,进一步完善这项政策:提高教育政策的科学化与民主化;建立相应的配套政策;改善教育环境,提高教师待遇;开展政策评估,适时调整政策。

Abstract:Free education policy for student teachers in normal unive rsity has been practiced for three years since 2007,but it is controversial in the implementation.From public policy of point,this policy should be reflected in policy goal,content,and effect and g radually improved in future.For example,improve the science and democracy of decision-making;build a set of matching policies;better education situation,improve teachers' salaries;deve lop education policy evaluation,and timely modify this policy
