| 摘 要： | 师范生免费教育政策实施三年多来,引起了广泛的争议。赞同者有之,批判者亦大有人在。从公共政策学的角度来看,应当从政策目标、政策内容与政策效果等方面对其进行反思,进一步完善这项政策：提高教育政策的科学化与民主化;建立相应的配套政策;改善教育环境,提高教师待遇;开展政策评估,适时调整政策。
