对我国高等教育评估管理模式的实然解读

以管理理念、管理主体、管理方式和管理重点四个方面概括的传统公共行政模式为分析框架,对我国20世纪80年代以来产生的高等教育评估管理模式进行分析,发现我国高等教育评估的管理表现出明显的传统公共行政模式的特征。就管理理念而言强调管制;就管理主体而言突出政府的主体地位;在管理方式上强调上下级的等级管理;在管理重点上,强调执行,而忽视对结果的元思考和正确应用。

What It Is:Interpretation of Chinese Higher Educational Evaluation Mode

Taking as the framework the traditional administration mode including conviction,subject,style,and focus in management,the paper analyzes the higher educational evaluation modes since 1980s.The results show that the higher educational evaluation is characterized by traditional public administration mode,with control as the conviction,government as the subject,hierarchy as the style,and execution as the focus.However,the results are not analyzed based on meta-consideration and well used.
