| 摘 要： | 督抚幕府是近代中国地方政治的中枢，在近代地方行政体制形成过程中具有重大影响。咸丰朝太平军兴后，督抚幕府作为清代幕府制度的重要层面，在机构组成、职能、人事任用诸方面都发生重大变化，大大突破了清幕府制度的原有框架，孕育生长了以督抚为中心的新生幕府官僚体系，在当时社会政治、经济、文化教育诸领域拥有空前的控制力，实为近代地方行政体制演化之关键环节。

| Abstract: | Since the rise of Taiping rebellion, the Mufu of Governors-General and the provincial Governor had changed in functions, organizations and personnel, and had a great influence on the development of the modern Chinese local government. It established a collateral system outside the formal provincial bureaucracy, and acted as the bridge of the modern transformation of provincial administration system. |
