| 摘 要： | 在社会转型及非单位化的社会发展新形势下，社会互助子系统的社会保障功能不断扩张，逐步承担了国家和单位转移的许多社会功能，在社会保障体系建设中发挥着越来越重要的作用。文章对建立社会互助子系统的必要性和构成主体作用发挥情况进行了深入分析，并提出建立多方位、多层次的社会互助子系统的对策建议。
