政府与企业在社会养老保险中的博弈

社会养老保险的具体制度安排和运行是不同利益集团博弈的结果，政府和企业是社会养老保险中最重要的两个责任主体，也是最主要的两个博弈主体。目前两的博弈集中表现为：政府利用制定社会养老保险规则的权力，将养老保险隐性债务转嫁给企业；养老负担较轻的企业进行逆向选择，不愿参加现行的社会养老保险体系；已参加社会养老保险体系的企业，则采取各种对策，逃避缴费义务。因此，采取有效的对策，使我国的社会养老保险制度具有可持续性，已成为我国社会保障制度建设的一个重要问题。

Therefore, adopting valid countermeasure, and making thesocial pension insurance system of the our country to keep on the repersistence, become an importantissue for the development of Chinese social security system.
