| 摘 要： | 针对社会主义新农村建设需要政府投资支撑这一常态现象,国家应加大政府投资的立法力度,完善农村建设政府投资的宏观调控制度和以项目管理为重点的微观管理制度,建立起由法律、法规和规章组成的完备法律体系,确保农村建设政府投资的效益。

| Abstract: | In view that the Chinese government must strengthen the construction of socialistic new countryside for a long time,China should pay serious attention to the legislation of government investment.By perfecting the legal provisions regarding macro-control system and project management system of government investment,China will establish a complete legal system-consisting of law, regulations and rules-to ensure the effectiveness of such government investment. |
