关于我国开展"新农村建设"的几点认识

开展社会主义新农村建设，是党中央解决三农问题、落实科学发展观的重大战略举措，是农村一场改革运动。其内涵丰富，意义重大。当前，我国开展这场“新农村建设”的运动，不仅是非常必要的，而且也是可能的。本文认为：新农村建设在内容和重点上，应是着力从解决农村基础设施薄弱，公共事业严重滞后等广大农民的迫切需要出发；在政策和措施上，必须从体制上解决城乡二元结构的问题，从财力物力上增加政府对农村基础设施建设、公共事业的投入，从组织力量上切实加强领导。

Some Understanding of the Nationwide Undertaking of "the Construction of New Countryside"

The construction of the socialist new countryside is a measure taken by the central committee to solve the problems of peasants, countryside and agriculture, and carry out the scientific development. With rich connotation and great Significance, it is also a revolutionary movement in rural areas, which is necessary and practical. This paper maintains that with the construction of new countryside, some basic facilities in rural areas should be strengthened, public affairs be promoted, the demands of peasants be satisfied and the dual structure between cities and rural areas be settled. The government should enhance the building of basic facilities in terms of materials and finance, increase the investment in public affairs and strengthen the leadership.
