| Abstract: | This review of the papers by Bowman, Millot and Schiefelbein; and Jones, Thompson and Zumeta; relates the implications of these papers to policy issues in budgetary practice and appropriations for higher education in the United States. Recent developments related to reform of the budgeting and appropriations processes in several states are discussed in terms of the congruence of perceived economic goals for higher education with the apparent public policy goals of the states. |
