| 摘 要： | 随着农民的流动，第二、三产业的发展以及城乡一体化的实施，农民、农村的概念已经发生了深刻的变化．重新界定农村、农民的内涵与外延，有助于农民问题的理论研究和农村政策的制定实施；在新农村建设背景下，有助于理清新农村建设的指向目标，使政策的执行更有针对性和可操作性．

| Abstract: | The concept of peasant and village has been changed greatly in pace with the migrant peasnats and the development of secondary and tertiary industry and the carrying out of merging urban and rural into an organic whole.It contributes to the theory research of peasant problem and draft and carrying out of the village policy if it is redefined,which is good to make clear the aim of the new village building to carry out the policy directly. |
