| 摘 要： | 和谐社会的建构要求政府模式创新,因此作为新型行政组织形式和执法方式,行政综合执法的出现和发展有其客观必然性和现实必要性,执法权从分散到集中行使,是政府行政执法方式的重大变革.这种权力重组的优势必须通过加强综合执法机构的适应能力和灵活性及行政综合执法进一步法制化而实现.

| Abstract: | The construction of harmonious society calls for new government pattem. As a new organization form of administration and method of law enforcement, comprehensive enforcement has been entrusted with its realistic necessity and certainty. The exercise of enforcement power changing from separate to centralized embark on a significant reform of the government administration and law enforcement. Only through strengthening the adaptability and flexibility of comprehensive enforcement agencies and further institutionalized of the comprehensive enforcement can the superiority of this authority reorganization be realized. |
