| 摘 要： | 政府雇员制度是我国政府体制改革过程中出现的新鲜事物.它倡导灵活的用人机制,弥补了现行公务员制度的不足.由于政府雇员制度目前尚处于初步试点之中,所以它的真正建立还存在多种制约因素.

| Abstract: | The governmental employee system is a new phenomenon emerging in the process of Chinese governmental system reform. It is a more flexible way to employ human resources in governmental sectors, which can remedy some disadvantages of the existing civil servant system. However, the governmental employee system is in its experimental stage. So there are still some restrictions for its real establishment. |
