The crux of rejuvenating the old industrial base in Northeast China lies in developing educational training and constantly improving workers' skills. The successful experience and main features of enterprises in the countries with flourishing manufacturing industry are that they have a complete set of systems and institutions of implementing the strategies of skill training successfully and making them operating well. From the aspects of skill structure, skill training model, the system that regulates the skill training model and so on, the author researches in the innovation of the production system in manufacturing industry and the choice of the model of skill training in the United States,Germany,Japan,etc,which can be used for reference for rejuvenating the old industrial base in Northeast China.
