| 摘 要： | 移民搬迁是一种新的反贫困模式,该模式如何使移民真正脱贫.采用交换权利理论进行分析,指出了在移民搬迁过程中应重视保障农民的交换权利,而政府的政策选择和制度安排对于保障农民的交换权利具有重要意义.
