我国幼儿教师资格制度规避现象及其消解

摘    要:幼儿教师资格制度建设中的制度规避现象主要表现在教师资格制度制定者、制度执行者、教师资格申请者三类人群有意识地采取手段,改变或超越制度边界的行为与活动。我国幼儿教师资格制度规避问题与该制度本身的局限性及其运行机制有关,也受行为主体观念与利益诉求的影响。消解制度规避应着眼于其内外诱因,从根本上杜绝和消除其出现的条件,保障幼儿教师资格制度的有效实施及其完善。

Abstract:The system avoid phenomena during the construction of preschool teacher qualification system are mainly shown as actions and activities in which the system makers,executives or applicants consciously take means to change or overpass the boundary of regulations.The system evasion problems are not only closely associated with the limitations and operative mechanism of regulations,but also are affected by the subjects’ minds and demands.To remove the system avoid,we should remove the conditions for its occurrence to effectively guarantee the proper operation of the preschool teacher qualification system.
