加快发展非公有制林业 实现林业的可持续发展

大力培育和发展非公有制林业有利于推进林业经济结构的战略性调整,更好地满足社会经济发展对生态环境和林产品的需求,实现林业的可持续发展。长期以来我国的非公有制林业发展严重滞后,与之相关的法律政策措施也不完善,制约了非公有制林业的发展。与世界上私有林较为发达的国家相比,影响我国非公有制林业发展的主要因素是法律和政府的扶持政策不完善、执行不到位。因此,必须完善相关的法律法规,依法治林,保障经营者的林权不受侵犯,同时对非公有制林业经营者实行税收、信贷、项目补贴、科技服务和社会服务等多方面优惠政策,保证非公有制林业经营者能够从林业投资中取得合理的回报率,从而调动全祉会各方面的力量发展我国的林业建设事业。

At the same time, economic policy such as tax and credit polices and the new technical and socialized service should be carried out in order to develop non-public forestry.
