外商直接投资是否促进了中国的科技进步 --来自各地区的经验证据

是否获得溢出效应是评价东道国引进外资实绩、调整东道国外资政策的重要依据.利用1991-2002年的省际资料,本文测度了外商直接投资对我国科技创新的外溢效应,分析了影响外溢效应的主要因素.研究发现,通过提高国内科技资本投入的产出效率,外资对我国的科技进步产生了积极的促进作用.从总体上来看,随着时间的推移,外资对我国科技创新的边际溢出效应不断提高.但外溢效应存在着地区差异,这主要源于各地区在宏观和微观吸收环境上的差异.

Does FDI Benefit Scientific and Technical Development in China? -the Evidence from the Provincial Data

To obtain spillovers is one of the key criteria of appraising the performance of attracting FDI and adjust FDI policy for the government of host country.Using provincial data from 1991-2002,this paper investigates the spillover effect of foreign direct investment(FDI) on the domestic science and technical(S&T) innovation activity in China,and analyzes the main factor that affects spillover effect.The empirical study finds that FDI has positive promoting effects on the domestic S&T advancement by improving intramural expenditure-output productivity of S&T development.In general,the average marginal coefficient of FDI spillover effects keep on increasing as time goes by.The marginal spillovers of FDI are uneven among regions,mainly for the reason of difference between macro and micro absorptive climate.
