| 摘 要： | 开发社区教育的个性化和提升社区教育的品位，关键在于社区成员的基本素质，而社区成员的高素质根本上离不开积极健康的社区文化平台。因此，建构以人的素质建设为中心的社区文化范式，逐步形成持续、健康、个性化的社区文化发展势头，是保证社区教育健康有序发展的关键。

| Abstract: | The quality of community members is the decisive factor for the estabhshment of the unique character of and the quality up-grading of the nity cultural paradigm with the high quality of individual development of community culture is community culture. Therefore, constructing the commucommunity members, forming the sustained,healthy and the key for development of the community education. |
