| 摘 要： | 约束机制软化放大了地方政府的自利性偏好，在一定程度上成为可持续发展的阻碍。生态预算是促进环境资源优化配置的约束机制，但因特定体制内生性出现一定程度的软化，改进方向在于确定合理的激励方式、由社会审计评价和监督生态预算执行，以进一步硬化生态预算约束。

| Abstract: | Soft restraint mechanism enlarges self-interest side of the local government,which partly has hindered the sustainable development.The eco-budget is a restraint mechanism promoting optimum distribution of environmental resources by end genetic reasons in its organizational structure.The article proposes some solutions to harden the eco-budget restraint through the following ways: stimulating the assessment system of local government performance and supervising the eco-budget by the social audit. |
