| 摘 要： | 2013年秦皇岛市提出了大力实施开放强市、产业立市、旅游兴市、文化铸市的发展战略。文化铸市战略的提出和实施必将对促进秦皇岛文化事业和文化产业的发展带来难得的历史机遇。在新的机遇条件下,如何更好地实施文化铸市战略,大学在这个过程中由于其特殊的地位和作用必将扮演十分重要的角色,在助推城市文化建设过程中起到不可估量的作用。本文将就新的历史条件下如何发挥高校优势促进秦皇岛文化战略实施进行探讨。
