| 摘 要： | 虽然断农村建设已经成为主流话语，学者们对此也形成了一定的共识，但对于新农村建设到底该如何具体展开，学术界存在很大的分歧，导致了人们对于农村文化建设理解的差异。文章认为，在探讨如何进行农村文化建设之前，首先应该树立关于农村社会的新发展观。在新发展观的指导之下，探讨人们对于农村文化建设的意义、目标和载体才会有更清晰而深刻的认识。

| Abstract: | Although the new village development has been the mainstream discourse with certain academic agreement,there are disagreements about how to develop the village in practice. Such disagreement leads to misunderstandings. It is proposed to have neo-development view before the work gets started. With the guidance, the significance, goal, arid measures for new village development may be clearer and deeoer. |
