当前十堰市农村致贫因素的调查与思考

十堰地处秦巴贫困带，所辖五县一市均为国家新阶段扶贫开发工作重点县（市）。经过长期扶贫开发，十堰市农村贫困落后面貌有了明显改善，生存环境恶劣、基础设施落后等一些传统致贫因素得到有效缓解。但随着经济社会的发展，又出现了一些新的致贫因素，必须引起高度重视。当前十堰市农村致贫因素主要有七种类型：生存环境致贫型、工程影响致贫型、自然灾害致贫型、市场风险致贫型、文化智力低致贫型、病残致贫型、因教致贫型。解决十堰的贫困问题，必须从十堰实际出发，依据当前致贫的主要因素，有针对性地采取对策措施，扎实有效地抓好扶贫开发工作。

Investigation and Thinking of Causes for Present Poverty in Rural Areas of Shiyan City

Shiyan City,located in the poverty region of Qinba Mountains rules over five counties and one county-level city,all of which are the work focus of the new era's aiding and developing poverty-stricken regions of the state.With many years' hard work,Shiyan rural areas has remarkably improved in poverty,with many achievements in changing the traditional poverty-inducing factors,such as wild living surroundings and backward infrastructures.But with the development of economy society,new causes for poverty come into existence,to which we should attach great importance.The present causes for Shiyan City's poverty fall into seven types: living surroundings,project influence,natural disaster,market risk,poor education,disease and deformity,and tuition fees and student living cost.In order to settle the poverty problem,the government should take effective measures,in correspondence with the actual situation the causes for poverty of the rural areas of Shiyan City,to make progress in the work of aiding and developing poverty-stricken regions.
