| 摘 要： | 基于适应性与多主体合作的角度,提出水资源适应性治理和多中心合作模式,在提升水权转让方案的灵活性和个体合作积极性的同时,改进各主体收益并降低交易成本。最后,结合哈密地区水权转让的实例对水资源适应性治理模式进行界定,并设计相关机制予以保障。

| Abstract: | This paper presents adaptive governance of water resource from the perspective of polycentric cooperation and adaptive governance based on the case of water transfer.This governance mode can increase the flexibility of the water resources allocation and mobilize multi-agents.Meanwhile,it enhances all agents’ profits and decreases the transaction costs of water transfer.Finally,this article designes the safeguard mechanism of the governance mode based on the case of water transfer in Hami. |
