基于居民环境偏好的两型社会经济学分析

首先从产出-环境边界的分析指出,任何经济产出都有一个相对应的环境质量。不同的经济产出与环境质量的排列事实上反映了人们的偏好结构。从居民环境偏好的角度来看,居民环境偏好的强烈程度决定了一个社会的绿色程度。那么,两型社会本质反应了人们对资源环境偏好与经济物品偏好的选择与排列。使用产出-环境边界和环境偏好曲线分析了两型社会的一般均衡,对两型社会展开了新的解读,并指出,当一个社会的最大产出正好满足居民愿意支付的最高环境质量时,该社会即是两型社会,即资源节约型、环境友好型社会。最后,提出了两型社会环境政策的发展方向:居民环境偏好打破传统环境治理的二元结构,实现对政府环境规制和企业环境行为的全面驱动,成为两型社会建设的新起点。

Research on Two- type Society Economy Based on Residential Environmental Preference

The paper analyzes the output-environmental boundary,and pointes that any economic output has a corresponding environmental quality.Different arrangement between economic output and environmental quality in fact reflects people’s preference structure.From the perspective of residential environmental preferences,the intensity of residential environmental preferences determines the extent of a green society.Two-type society reflects the people’s choice and arrangement between the preferences of resources and the environment and economic output.It analyzes the general equilibrium by using the output-environmental boundary and environmental preferences curve,and pointes out,when the maximum output of a society just meets people’s highest willing to pay on environmental quality,it is the two-type society.Finally,it presents the direction of environmental policy in two-type society:the residential environmental preferences would break the dual structure of the traditional environmental governance,promote government environmental regulation and enterprise environmental behavior,and push forward the construction of two–type society.
