江苏省水运发展存在的问题及对策

本文分析了制约江苏省水运发展的主要问题:与其它运输方式相比,水运投资总量不足、投资比例偏低;航道等级不高影响了船舶大型化和内河集装箱的发展;对运力失控使内河航运系统的运输效率严重下降等。其根源是各部门对发展水运尚未引起足够的重视;多头管理使得管理职能无法明确区分等。并从加大水运基础设施建设和加强水运管理等方面提出了对策建议。
