| 摘 要： | 1931年．瞿秋白起草了《文件处置办法》，规定了中共文书档案资料的收集范围，收集方法以及整理、管理方法。这份文件是目前发现的我党历史上第一份系统的关于文书工作的指导性文件，在现代秘书工作史和档案工作史上都占有重要地位，标志着中共的文书、档案工作有了新的起点，也显示了瞿秋白对档案学和目录学有着较深的研究。

| Abstract: | In 1931, QU Qiu-bai drafted the article, Regulations of Documents Disposal, which prescribes the fields and approaches of collection and filing of documents of CPC. This article is the earliest guidance on the documentations of CPC＇s archives, and takes a significant position in both the history of modern secretary and archives. It symbolizes the start of the filing of CPC＇s documents and archives, and reflects QU＇s profound research into archives and bibliography. |
