丝绸之路经济带资源格局与合作开发模式研究

论文运用归纳法分析了丝绸之路经济带内资源的分布、生产和消费格局,总结出资源格局最重要的一个特征是:生产区位和消费区位不匹配,资源生产国与消费国之间具有广阔的合作空间。认为经济带范围内国家之间开展全方位多层次的资源合作开发是建设丝绸之路经济带的重要内容,并探讨了丝绸之路经济带范围内国家之间主要的资源合作开发模式:资源合作共赢模式、国际地缘战略合作模式,前者包括股权并购、风险勘探、购买产能等实现形式,后者包括合资开发、建立能源共同体、组建战略联盟等实现形式。最后,提出了促进资源合作开发的政策建议:首先,建立丝绸之路经济带国家资源合作委员会;其次,创建丝绸之路经济带国家资源合作开发金融机构;第三,促进丝绸之路经济带范围内国家之间进行合理分工,寻求资源合作开发的互利共赢;第四,鼓励资源禀赋丰富的国家实施资源兴国和创新驱动战略。

Resource Cooperation Development Modes in the Silk Road Economic Zone Based on Resource Distribution Patterns

Here,we analyze the distribution of resources,resource consumption and resource production using inductive methods across the Silk Road Economic Zone(SREZ). We found that production locations do not match consumption locations,the most important resource characteristic in the SREZ,and that there is broad opportunity for cooperation between producers and consumers. It is important to carry out the full range of multi-level resource cooperation and development;we discuss the main models of resource cooperation and development between countries in the SREZ(a win-win model and international geo strategic model). The win-win model includes three modalities of overseas equity acquisition,venture investment and capacity purchase;the international geostrategic includes the three modalities joint venture development, energy community mode and strategic alliance mode. We suggest several countermeasures to promote cooperation across resources between countries in the SREZ. First,an international resource cooperation committee should be founded and responsible for promoting the sustainable development and harmonization of resource cooperation and economic and trade relationships among member states. Second,an international financial institution of resource cooperation and development in the SREZ should be established to help countries which are rich in natural resources but poor in funds exploit resources and develop. Third,the rational division of work between SREZ countries should be promoted and a win-win cooperation model for resource development developed.
