鄂尔多斯市建设用地集约利用评价与对策探析

鄂尔多斯市是我国西部发展最快的城市之一,城镇用地粗放利用现象严重,急需对建设用地利用做出评价。本文从经济、社会和生态三方面入手,选用9个评价指标,采用二次综合函数,宏观上评价鄂尔多斯市建设用地集约利用水平,并对建设用地利用中存在的主要问题进行总结,有针对性提出建设用地集约利用的政策建议。从评价结果知,除东胜区和鄂托克旗以外,其余诸旗建设用地均处于粗放利用阶段,鄂尔多斯市建设用地利用整体上处于粗放利用阶段。应采取适量加大土地投入、科学编制各项规划、引进市场机制、注重生态环境建设等对策措施,推进建设用地集约利用。

Study On Intensive Construction Land Use Evaluation And Strategy of Ordos City

Ordos City is the fastest growing cities in western China,urban construction land use appeared "booth pie" and "disordered expansion" phenomenon,needing to comment construction land use;this paper from the economic,social and ecological aspects,choice nine evaluation index,adopt secondary comprehensive functions,evaluating of macro-intensive use of land for construction,excepted dong sheng and e tuo ke,the others flag construction land utilized extensive use stage ordos city construction land use in utilized extensively stage;putting out the problems existing in the construction land,then proposing five items ordos city of intensive construction land use policy suggestions.Should be taken to increase the amount of land investment,science and the preparation of the plan,the introduction of market mechanisms,focusing on eco-environment construction countermeasures to promote the intensive use of land for construction.
