青岛作为国企相对集中的城市,实现国企投资主体多元化是当前需要解决的重大课题。通过规范国有企业的上市行为,为国企投资多元化提供更为广阔的发展空间,实施大规模的战略重组,实现国有企业投资效益的最大化;通过中外合资、互相参股等多种途径,促进混合所有制经济的尽快形成;通过企业间的参股并购,促进国有企业做大做强战略目标的实现。
