科学建制，规范管理：新型农村合作医疗制度建设的关键

20世纪80年代以公社、生产队集体经济为依托的农村合作医疗制度解体后，农村医疗保障基本上完全依靠家庭保障。2003年，国家开始试点在一些地方建立的新型农村合作医疗制度，在组织实施、基金管理等方面都存在问题，应在医疗体制改革、进城务工人员纳入城镇社会保险的前提下，严格管理，加大农村卫生费用投入。

Our government tried to build the new rural cooperative health service, however there are some questions in the practice and the management, etc. We should run the funds strictly, improve the rural hygiene costs under the premises of the health system reform and draw the farmers who work in the public projects into the urban social insurance.
