| Abstract: | s:This paper briefly introduce the content and feature of the research-topic-centered system. Then after analysing some effects of its application on the development of science and technology of local universities. The paper discurses the new orientation of local universities under this system as well as some measures to be taken according to the reform of the management of the national Scientific research. |
