The vital part of the U.S.new strategy of anti-terrorism war,"Preempt" is that when the terrorist activity has not appeared or made its first appearance,they use the military force to strangle it.The main reason of the U.S.launching the Iraq war is that the U.S.accused Iraq of hiding the weapons of mass destruction and chemical biological weapons which seriously threatened the U.S.security.In order to remove hidden danger,the U.S.took"preempt" military action.But the result of the war is surprising,since the U.S.troops wiped out Iraq and searched the weapons of mass destruction for several years,but they haven't found them so far.This article analyses the causes and effects of the preemptive strike doctrine and shows that this kind of strategy is unable to pay attention to the legal foundation,there is no fact to rely on,and it is the typical representation of the power bullying the weak.It does harm to the world safety in many aspects.
