| 摘 要： | 进入21世纪以来，中国高校内部越来越感到现有体制不适应教育和科技发展的需求，而外部环境是中国加入WTO后中国高校与国外高校同台竞技，中国高校正面临一场严峻的挑战。中国高校深化改革是历史的必然，其关键在于基本体制的改革创新，办学水平取得跨越式发展。唯此，中国高校才能较快地赶上国外先进水平，并为整个国民经济建设提供充足的后劲。
