HSE管理体系运行中存在的问题及对策

石油企业HSE管理体系运行中存在着领导重视不够、缺乏总体运行计划、与日常管理脱节、风险识别和评价水平低、作业指导文件针对性不强、应急预案操作性不强、监督考核h度不够等问题，提出解决这些问题要加强领导和员工的培训、将HSE管理纳入企业总体年度计划并把日常的规定和办法融入体系运行管理、要用科学的方法全员参与风险的识别和评价、要结合实际编制作业指导文件和应急预案并不断完善和修订、要把体系运行和经济处罚挂钩以考核促进体系深入运行等对策。

Problems and Countermeasures in HSE Management Syatem

There are many problems in the HSE management system of oil companies, such as leader＇ s insufficient emphasis, the lacking of overall run plan, out of touch with daily management, low level of risk identification and evaluation, inaccurate operations guidance files, infeasible emergency plans, not enough supervision and assessment and so on. To solve these problems it is necessary to strengthen training of the leaders and staff, bring the HSE management into the annual overall business plan, add the daily regulation into system operation and management, let whole staff participate the risk evaluation using scientific methods. It is also required to prepare practical guidance files and emergency plans and continue to refine and revise, link system operation with financial penalties to promote system running and so on.
