| 摘 要： | 教育具有维护社会安定和提高国民整体素质的双重作用,构建以培育公民为核心的社区教育可作为缓解社会冲突、创新社会管理的路径之一。它既有利于建设一个既充满活力又和谐稳定的公民社会,也有利于加强社会主义民主政治建设。以培育公民为核心的社区教育具有三个主要任务：一、鼓民力：提升民众的学习能力和就业能力;二、开民智：培养民众的民主精神;三、新民德：培养民众对自我、社会和国家的责任感。
