During the War Resistance against Japan, Japan invaded China and occupied Chinese territory which include Xisha and Nansha Islands. As the military base for Japan's south- marching, Xisha and Nansha did well strategically. In order to defeat Japan, America and its allies destroyed the sea- line for Japan in South China Sea in which Xisha and Nansha are located. The Cairo Declaration, which was underwritten by America, Britain and China, didn't mention Xisha and Nansha directly. As the result, it became one of the causes about the conflict over Xisha and Nansha. Another issue is about which army Japanese army surrendered to.
