| 摘 要： | 任何一种制度的运作都离不开其所处的文化传统的影响。在一定意义上说,一个社会有什么样的文化就会有什么样的制度运作。从文化在制度运作中的重要性出发,对我国民主政治制度运作的文化氛围进行了历史分析和现实考察,以找到问题之所在,并针对存在的问题提出对策,是非常重要的任务。
