关于我国扶持农村信用社改革的一些思考

自2003年以来，我国扶持农村信用社进行了一系列改革，虽然取得了较大进展，但是距离改革的总体目标仍有不小距离，要进一步改善和强化对农村信用社的支持效果，首先要强化约束激励机制，建立健全农村金融监管机制，并加强农村金融法规的建设；其次，人民银行及相关部门必须在资金兑付过程中严格坚守条件，并不断完善资金支持政策，引导农村信用社构建有效的产权和管理机制，使农村信用社实现改革设计的目标；第三，在增强农村信用社支持“三农”能力的同时对改革的目标进行适时的调整，以建立完善的农村金融体系为目标。

Reflections on the Reform of Support Rural Credit Cooperatives by China Government

Since 2003, a series of reforms has been made in the support rural credit cooperatives by China government. Although considerable progress is made, the overall objective of the reform is still far from enough. In order to improve and strengthen the results of the support rural credit cooperatives further, first it needs to reinforce incentive and restraint mechanism, establish a sound rural financial regulatory mechanism and strengthen the construction of rural financial regulations; second, the People＇ s Bank and the relevant departments must strictly adhere to the conditions in the process of financial payment, continuously improve financial support policies and guide the rural credit cooperatives to build an effective property rights management mechanism so that the objectives of the reform can be achieved; third, in the empowerment of the rural credit cooperatives to support “three rural” capability, the objectives of the reform should timely adjusted to establish a sound rural financial system.
