| 摘 要： | 公民申请公安机关出具＂无违法犯罪记录证明＂,以证明其品行良好、没有前科劣迹、案底。实践中,对于出具＂无违法犯罪记录证明＂,在法理上、逻辑上及其证明力等方面存在诸多问题。基层公安机关对于出具＂无违法犯罪记录证明＂应当依法、慎重进行。

| Abstract: | Many citizens have to ask the Public Security Office to provide "Certification of No Illegal Behavior and Crime" to prove that the citizens have no criminal record.In practice,there are many problems in logic and legal system to do that.The Public security office should take it seriously and do it prudently and legally. |
