| 摘 要： | 土地的可持续利用是农业可持续发展的基础。我国现行农地产权制度残缺,土地保护不力、利用效率不高、农民权益得不到保障等问题已严重制约着农业的可持续发展。顺应农业可持续发展要求,明晰和界定农地产权边界,稳定产权权能,保障产权权益,完善农业自我积累和生态保护机制,是保护土地资源、促进土地永续利用的有效激励。
