Self-governance,as the third form of governance,offers a choice for public libraries to make up the "government failure" and "market failure".External conditions of achieving self-governance for public libraries are: the transition of national public affairs management system,the introduction of norms,the basic legal system to encourage the development of civil society organizations and the healthy development of civil society.The internal conditions of autonomous management for public libraries are: the respect for the historical logic of institutional change,the accumulation of social capital of autonomous and the power of industry self-governance order.
