论媒介的权利与责任

在媒介高度发达的现代社会中,媒介的权利和责任被人们淡忘,其含义也被现实扭曲.媒介生存的最根本理由在于表达自由,几个世纪以来,这种自由经历了理论和实践的严峻考验;在媒介发展的历程中政治逻辑、商业逻辑始终发挥着巨大作用;这一信念同样受到来自媒介自身利益的侵蚀.确保媒介良性发展必须在政府、媒介和受众之间找到某种平衡;媒介良性发展不得不求助于法律的切实保障,必须确保公众的广泛参与,也需要媒介自身予以严格自律,但是媒介良性发展最终必须要求助于人类的理性和良知.

The right and responsibility of the media is forgotten by people while the media develops speedily in the modern society today. Its real meaning is distorted by people too. The most crucial reason for the modern media to exist lies in the freedom of speech. However such a freedom has been faced with ordeal in the last several centuries. Political and commercial logic always dominated the Freedom of the Press, the media benefit always eroded such a belief in the same time. It is necessary to find an accurate balance among the government, media and audience in order to assure the benign development of the media. Such a benign development has to turn on the real ensure of the law and the wide-spread participation of the public. Also it is necessary for the media to keep self-discipline strictly. However the benign development of the media has to turn on the help of the human reason and conscience finally.
