当前我国农村两委矛盾焦点主要集中在人权、财权、物权和事权的管理上,具体表现为个人间、组织间和权力间的冲突.要化解农村两委矛盾,必须加强农村基层党组织执政能力建设,具体做法是:党支部的实际工作要量化、要具体,要有"制度事权"来保证;要从与村委会对立、争权夺利的具体事务中解放出来,从"领导一切"的抽象的、泛泛的"领导"中解放出来;要不断提高党支部五个方面的具体能力建设.

Perspectives into Strengthening Ruling Power of the Party Organizations at Rural Grassroots Level

Currently the main contradictions between the village Party branch and village the committee are focused on the administrative aspects such as the power on man, finance, property distribution and arrangement of village affairs, specifically conflicts between the individuals, collectivism and the range of power.
