政府科技计划绩效评价理论基础与模式比较

科技计划或预算整体绩效评价成为越来越多国家科技创新政策重点之一,部分原因是由于各国科技预算吃紧以致于稀少公共科技预算的分配更强调合理性,同时在以创新而非只是科技为主的政策趋势中,科技相关计划或预算的成果评估越来越重要。透过绩效评价,科技政策的制定也会趋向于权责相符、透明化和减少扭曲性干预。本文在既有文献的基础上,分析科技计划绩效评价的理论基础和实践,以期对我国科技政策体系的完善有所促进。

Analysis of the theory foundation and patterns of performance evaluation on the government''''s science and technology program

The performance evaluation on the science and technology program has been the keystone of the innovative policies in more and more countries.It is partly due to the tight budget leading to the emphasis on the rational allocation of the limited public research fund.And in the policy trend giving the priority to the innovation, it is more important to evaluate the outcomes of the relevant programs or projects.With the performance evaluation,the science and technology policy-making process is more accountability,transparency and less distorted intervention.On the basis of the current literature, the paper analyzes the theory foundation and the practice of the performance evaluation on the science and technology program in order to improve the system of China's science and technology policies.
