CDM项目隐性目标功能研究——技术、制度效应下碳排放权限转换分析

 由发达国家主导的CDM（清洁发展机制），为发展中国家企业获得来自发达国家企业的减排资金和技术提供了一个合作平台。但是，作为《京都议定书》灵活机制的CDM却内含着更为隐性、深邃、复杂的利益目标。事实证明，CDM不仅为发达国家企业提供了污染转移、降低减排成本、转嫁减排责任等制度空间，而且还使其在减排技术输出、国际碳贸易定价权方面占据着绝对的操纵地位。本文以欧盟市场的碳排放权限EUAs、CERs的转换活动为例，从技术和制度两个层面对发达国家企业及国际碳贸易商的CDM操纵机理和目标进行了交叉剖析，并依据研究结论针对性地提出了强化发展中国家政府干预、优化CDM合作机制的政策建议。
