京沪深三市创新政策比较研究

本文从税收、金融、财政、人才、科技、产业、知识产权政策等方面构建了创新政策体系框架,并对北京、上海、深圳三市的创新政策进行了比较分析。研究发现,创新政策在创新型城市建设中应逐渐从财政补贴、税收减免等优惠为主,逐步向体制创新、机制创新和营造综合创新环境方面转变。三市创新政策体系均需进一步完善,但上海略领先于北京和深圳。

Comparative Study on Innovational Policy between Beijing,Shanghai and Shenzhen

This paper built the analysis framework of innovational policy combined tax,finance,talent, science & technology,industry, property right policy and so on. Based on the framework the paper studied comparatively on innovational policy between Beijing,Shanghai and Shenzhen.The study reveals that innovation policies of these three innovation cities are changing from mainly relying on tax privilege and financial allowance to system innovation,mechanism innovation and perfecting innovation environment. The innovational policies of three cities all should be perfected, however.the innovational policy of Shanghai is better than those of Beijing and Shenzhen.
