关于我国尽快实行综合运输管理体制的思考

我国运输业的发展正在进入一个重要的阶段转换时期,运输系统本身越来越复杂,交通运输与社会经济及资源环境的矛盾越来越突出,对运输方式之间连接性、一体化以及可持续运输发展方式的要求也已经越来越强烈,而目前条块分割的运输业管理体制正在成为我国运输业进一步健康发展的主要障碍。必须尽快克服体制障碍,提高驾驭现代运输管理体制的能力。通过组建运输部、制定综合运输政策与规划等步骤形成综合运输管理体制,是比单纯提高运输能力和技术水平更为迫切的重大任务。

Opinions on Implementing the Integrated Transport Management System in China

Chinese transport sector is entering an important stage transition period for further development. The transport system itself becomes more complex and conflicts more fiercely and evidently with social economic and resource environment; it also requires increasingly for intermodal connectivity, integration and sustainable development. As a result, the present separated transport management system is becoming a main barrier to its further healthy blooming. The deficiency existing in system must be overcome as soon as possible in order to improve the capability of controlling the modern transport system. It is more imperative to establish the integrated transport management system by building the Ministry of Transport and making comprehensive transport policies and plans than merely to increase transport capacity or to advance technological level in the sector.
