| 摘 要： | 以成本－效益分析理论为基础，分析了衡量医疗保健计划效益的ＷＴＰ方法，提出了ＷＴＰ方法的变通策略以及用以衡量效益的社会权重的３种方法；研究了医疗保健计划的时间动态性，从理论上推导出“医疗保健计划的社会贴现率可通过资金的边际生产率进行计算”的方法。

| Abstract: | According to the theory of cost benefit analysis,the way of WTP is analysed to estimate the benefit of health care plan.The flexible tactics of measuring benefit and the three ways to estimate distributive social weights are put forward.And the dynamic property of measuring benefit is also studied.A useful conolusion is drawn. |
