农村劳动力流动的制约因素及对策建议

农村劳动力向非农产业和城镇转移,是世界各国工业化、城镇化的普遍趋势,也是农业现代化的必然要求。我国是典型的二元经济结构,农村劳动力数量众多,在工业化、城镇化加快发展的阶段,越来越多的富余劳动力将逐渐转移出来。如果现行法律政策没有重大调整,大量农民工在城乡之间流动就业的现象在我国将长期存在,农民工在工作和生活上面临的一系列问题也将长期存在。

The labour force transfers from the countryside to the non-agricultural industry and the town.This is the general tendency and the inevitable result of industralization,urbanization and agricultural modernization all over the world.In our country the economic structure is typically dual,and in the countryside there are lots of labours.With the rapid development of industralization and urbanization,more and more superfluous labour force will gradually walk out from the countryside.If there isn’t any great adjustment in current laws and policies,the phenomenon of lots of farm workers’ floating employment between the city and the countryside will last for a long time in our country,and so does a series of problems associated with their work and life.
