| 摘 要： | 受教育权是每个公民都应该享有的权利，平等的受教育权是实现人的社会平等的一个重要方面，它是一种伦理要求。基础教育作为个人未来生存与发展的基础，应满足每个人的基本学习要求，为所有的儿童提供学习机会。
