| 摘 要： | 为了促进农业、家政等实用科学文化知识在美国人民中间的传播应用,美国国会于1914年颁布了《斯密斯——利佛法案》。《斯密斯——利佛法案》的颁布,奠定了美国依托农工学院开展实用技术人才培训和实用技术推广的法律基础,为各州依托农工学院开展实用技术人才培训和实用技术推广提供了强有力的财力保障,有力地推动了美国农工学院的改革与发展。我国应借鉴美国运用立法手段建立完善的高等农业教育、科学研究和技术推广体系的成功经验,大力发展我国的高等农业教育,建立具有中国特色的农业教育、科学研究和实用技术服务推广体系,为我国农业经济的腾飞提供强有力的人才支持和智力保障。
